National Domestic Workers Alliance Celebrates Passage of the Washington Domestic Workers Bill of Rights

The bill is the 16th Domestic Workers Bill of Rights to be passed in the United States.

OLYMPIA – This week, Governor Bob Ferguson signed Washington’s Domestic Workers Bill of Rights (HB 2355 / SB 6053) into law. The National Domestic Workers Alliance (NDWA) celebrates this landmark victory for nannies, home care workers, and house cleaners across the state. It is a long-overdue step toward ensuring domestic workers have the basic workplace protections they deserve, and employers have the tools to meet those expectations.

“NDWA applauds Governor Bob Ferguson for signing this bill into law, and we look forward to supporting implementation, so these protections are real in domestic workers’ daily lives across Washington.

For generations, domestic workers have powered our households and cared for our loved ones, yet have been excluded from many of the most fundamental labor protections in our country. By signing the Domestic Workers Bill of Rights, Washington is recognizing that the people who make care possible deserve dignity, safety, and clear standards while on the job – and that families, too, deserve a care system built on fairness and stability.

This bill establishes statewide standards that help prevent abuse and instability for a workforce that far too often works in isolation and behind closed doors. These protections include expanding core wage protections, strengthening anti-discrimination rights, and supporting clear, enforceable expectations through written agreements and compliance tools.

Washington’s statewide action builds on Seattle’s historic leadership. In 2018, Seattle became the first city in the country to pass a Domestic Worker Bill of Rights.”

NDWA is proud to have worked alongside the Washington State Domestic Worker Coalition – including Casa Latina, Working Washington, Hand in Hand, ALA Garifuna Women, Firelands Workers United / Trabajadores Unidos, and SEIU 775 – as well as domestic workers, employers, and partners across the state who helped make this victory possible.
